The problem began to be discussed in connection with cases of refusal in insurance benefits payments to borrowers, who found themselves in a critical situation. When making a loan, banks often offer the borrower to insure themselves against accidents or illnesses, and also insure their lives in case of the death. If these risks are realized, while the borrower extinguishes the loan, the insurer pays for it the balance of the debt.
But the agreements have reservations: for example, insurance cannot cover oncology, tuberculosis, heart attack, cirrhosis and other serious diseases. The reason for refusal can be diseases caused by pregnancy and childbirth (or their complication), as it is stated in the report of the International Confederation of Consumer Societies (ICCS). The reason for refusing to pay will be HIV infection. “We see the widespread availability of items excluding all cases related to HIV infection, AIDS, diseases associated with them from benefit payments, regardless of when it happened, under upon what circumstances," - said the presidency of the Confederation, Dmitry Yanin in late January.
In addition, disabled persons often cannot arrange insurance against accidents or insure their lives. Insurers treat them differently: the rules of some companies provide for a refusal in insurance for obtaining of a loan, while others sell policies to people with disabilities only of the 1st and 2nd category.
Insurers are afraid of admitting to insurance the people with HIV or AIDS: there is not enough information to determine unprofitability and adequacy of the tariff, explains Elina Melik-Pashayeva, Head of the Personal Insurance and Insurance in Tourism Department of RESO-Guarantii.
The Deputy General Director of VTB Strakhovaniye promises that the company will reconsider its rules regarding citizens with HIV and AIDS - "so do other insurers, as well". The Renaissance Insurance Group is ready to admit to insurance the citizens from a socially vulnerable group, but to such clients the insurer will offer the policy "on individual terms," its representative said without specifying which ones. Ingosstrakh will amend its rules "in accordance with the terms set by the Central Bank," said its director of public relations, Karen Assoyan.
For such a category of citizens, an individual tariff is needed, the cost of a policy for them can be significantly higher - it will be comparable with the amount of benefit payments, believes the Vice-President of the Russian Union of Insurers, Maxim Danilov.
