The need to raise people’s funds has arisen in the framework of the stated goal, investment growth of up to 25% of GDP, with no budget increase. The funds will be paid by population through the voluntary accumulative pension insurance system, as well as by the Bank of Russia by regulating monetary credit policy. Another funding source is a review of investment programs of state companies and actualization of development institutions' strategies.
The government of the Russian Federation approved "the action plan to accelerate the growth rate of investment in fixed assets and their share raise up to 25% of GDP", developed by the Ministry of Economic Development, last week.
This task "was specified in the President's message," anticipated Russian Prime Minister Dmitry Medvedev. According to the head of government, "the task is complex, large-scale, calculated not for one year, but without its solution we are unlikely to achieve the necessary rates of economic growth, and will not be able to steadily develop under present economic, political, and technological competition".
