"Silver Age" is a workplace created by an employer for the employment of people of pre-retirement age with subsidizing their wages. The working time should not exceed 12 months; that is how much time the salary is subsidized. After completion, the participant, according to the program creators, is provided with a permanent job until retirement.
The employer pays the salary monthly, for the actual hours worked, based on the amount established by the employment contract. The state subsidizes 50% of the established salary and no more than 30 MCI.
There are obviously many people in our country who agree to work not only at pre-retirement but also at retirement age. Someone has worked as a taxi driver for half a lifetime without participating in the defined contribution pension system and now has the right only to a minimum pension. Many women did not work because their husbands believed that they should take care of the house and children, and the husbands would provide for them in old age, but something didn’t work out: a divorce in old age. Prosperous ex-spouses do not pay alimony to their less fortunate partners in Kazakhstan, the early death of a husband, fire in the house, which is supposed to be a source of support in old age, unwillingness to get into isolation or, literally, getting sick.
Under the Silver Age project, for example, women can get jobs as individual assistants, mentors for young professionals, social workers, and social work consultants.
As of 2023, the period of participation in the project will be counted, according to the Ministry of Labor, in the seniority, and the amount of payment in the amount of 30 MCI or 100 thousand tenge in 2023 will be considered as income when calculating a pension. Upon retirement, a project participant will be able to receive not 20,000, as it is now, but up to 70,000 tenge, depending on the length of service in the project.
Besides, for persons who have not had work experience before 1998 and receive a pension only from the defined contribution pension system, a new, conditionally funded pension will be introduced. It will be paid at the expense of additional contributions from employers.
The President Tokayev, in his message to the people of Kazakhstan, instructed to suspend the retirement age increase for women, which will remain at 61 until 2028. Within three years, more than 2 million retirees will have their total pension increased by an average of 27%. Retirement is being abandoned in both the West and Asia.
