The State Duma of the Russian Federation adopted a law on insurance of risks from the use of artificial intelligence technologies in the third reading. AI developers working in an experimental legal regime (ELR) will be required to insure liability for possible harm to life, health or property from the technology use. The document was initiated by the Government of the Russian Federation. The amendments are being made to the law on experimental legal regimes in the field of digital innovation.
In the event of harm caused by artificial intelligence, in addition to compulsory insurance, it is proposed to create a commission that will identify the circumstances as a result of which harm has been caused. The authorized body will be able to establish the procedure for changing the ELR (in the direction of "financial market", the Bank of Russia will have such powers).
The register will also include data on results of intellectual activity created using AI and indicating their copyright holders.
The document will come into force 180 days after the date of its official publication.
